Russia's propaganda model has evolved remarkably since the 2008 Georgian war. It is high-volume and multichannel, and it disseminates messages without regard for the truth. It is also rapid, continuous, and repetitive, and it lacks commitment to consistency.
In this study, the RAND Corporation's Christopher Paul and Miriam Matthews analyse Russia's propaganda machine in terms of the psychology of its targets, and propose methods to render it less effective.
